Essays on the reform in the National Diet Library

Abstract:This is essays on the reform in the National Diet Library from the view point of one of the outside learned peaple. The main issue to be reformed in the National Diet Library is summarized to the weak of its presence domestically and internationally. It cause from the negative thinking of the librarians of the NDL. To overcome such weak points of the National Diet Library, this author introduces a proposal which has been written by a non-profit organization in last year. This proposal recommends the Library to reform the management, appoint outside talents, utilize private-sector's know-how, and review laws and regulations related.

The National Diet Library of 21st century: Evaluating its national library function and its government library function

Abstract:The author evaluated the library services of the National Diet Library(NDL) of Japan in two frameworks, one of which is the structural reform of the government and the other is the digital information revolution, after having reviewed the international and historical characters of the NDL as national library and as government library. The national library function is evaluated to be great for the people and the library community especially after having introduced digital information technology. On the other hand, the service for the diet members has not received enough assessments. The library system for the executive branch needs to undergo the fundamental institutional change to work effectively.

The thought of legal deposit system and Masakazu NAKAI

Abstract:Considering the legal deposit system of the National Diet Library, the thought of Masakazu NAKAI(1900-1952), who had been the first vice-director of the library and contributed to establish the branch libraries system of the library, gives us the effective suggestion. Referring to some of his writings, such as "Contribution to Aesthetics by Function Concept"(1930), "Logic of Committees"(1936), and Introduction of Aesthetics(1951), we examine the relation between the concepts written in these literatures and his library thought expressed in lots of short essays between 1948-1952. From the viewpoints of merits and demerits of oblivion and books as goods, we pointed out the difference between his attitude for the branch library system and that for the legal deposit system.

Preservation strategies of national libraries in the digital age: Case of the Library of Congress

Abstract:This paper examines how the roles of national libraries in the field of preservation are defined in the digital information environment by reviewing the case of the Library of Congress. As providing access to electronic resources moves into mainstream of library services, preservation problem is becoming more complex so that no one national library can solve it. It is more critical than ever that national libraries establish national preservation programs, delineate the roles and responsibilities of each participant and facilitate cooperative efforts.

The strategic plan of the U.S. Library of Congress

Abstract:This paper illustrates and discusses the Strategic Plan of the U.S. Library of Congress, the data and facts of which are extracted from 2 documents, Annual Report of the Librarian of Congress for the fiscal year ending September 30, 2005 and Strategic Plan (of the Library) 2004-2008. Now it is the largest analog-library in the world partially based on copyright deposit system, and lots of initiatives and programs are making the Library a model of the 21st century libraries, which stands as a national and international cyber-library.

Recent library promotions and national libraries in Germany

Abstract:There is no single huge national library, which leads library community in Germany, because Germany has three national libraries. And in this federal country, policy on education or culture is state's matter. In addition, national libraries are relative favored with resources and legal basis than public libraries. Therefore, national libraries don't play important roles in recent library promotions. However, it doesn't mean that reform of national libraries are disregarded. They are struggling for themselves to develop their own function and obtain result indeed.
