Abstract : Research evaluation seems to become a great social concern. In relation to this trend, bibliometrics is attracting public interest as an objective or quantitative method for the evaluation, in which number of published papers and number of citations are commonly used as the effective indexes. However, general understanding of bibliometrics appears to be so superficial as is seen in easy references to the impact factor. The paper investigates the relation between the framework of research evaluation and bibliometrics, and then applicability of bibliometrics is discussed with reference to the authors' study experiences.

Abstract : With regard to the evaluation of the Research and Development of Japan's Government, Science and Technology Basic Plan(Cabinet Decision, July 1996) prescribes the principles concerning impartial evaluation. The Prime Minister decided "National Guideline on the Method of Evaluation for Government R&D" in August 1997. Fifteen Ministries and Agencies are carrying out evaluation of themes and institutions under this guideline. According to the investigation of the Policy Committee of the Council for Science and Technology, the current state is that most of R&D are evaluated in accordance with the guideline, but the evaluation is now on start line and expected to progress further.

Abstract : Research and development at corporations is carried out in pursuit of profits and innovation of corporate culture and is characterized by being an object of corporate management.   The evaluation of research and development is directly reflected to a variety of management actions implemented on the basis of the results.   This article describes the purposes, patterns, activity items and products of research and develoment at corporations, and clarifies differences from research at universities.   Philosophy of R & D evaluation at corporations, management actions that should be taken as a result of evaluation, objects of R & D evaluation, criteria for evaluating each of such objects and methods of evalurtion are outlined.

Abstract : The purpose of this thesis refers what should be of the research evaluation at the university in Japan. The evaluation of universities began to be introduced against the background of student's consumer ism and accountability. The universities evaluation began to be executed in the system by reforming the university requirement for establishment in 1991 in our country.   However, it is clarified that the result by which the unniversity evaluation is executed does not function enough by various investigations. It is a background by which they introduces an external evaluation of the university. And the research budget of the university in each country have a tendency to be distributed according to the result of the research evaluation. The citation analysis, the analysis of who's who in science, the eponimity analysis, and the academic prize analysis, etc. were explained here as a concrete research evaluation method at university.

Abstract : This article provides overview of the Research Assessment Exercise (RAE) at Higher Education institutions in UK. RAE was introduced to the HE sector in UK to meet the unprecedented changes taking place in the sector since 1992. It covers each of the four RAEs, explaining how HEFC have coped with criticism expressed by those involved in the practices in the past by making changes and amendments in details of the whole exercise. It also refers to some of the major follow-up researches that reviewed impacts of the RAE in the HE sector.

Abstract : Some people suspect that price statistics reflect the recent trend of lower end of the market. Because a rapid change of economy and society has brought the diversification of the prices of commodities and services. This article gives an explanation of main price statistics in Japan. “Retail price survey" and “National survey of price" are the real count statistics. “Consumer Price Index", “Wholesale Price Index" and “GDP Deflator" are the index data. Also it describes the recent arguments on accuracy of the Consumer Price Index.
