Change of disaster information transmission method according to the innovation of information media

Abstract: The 2011 Tohoku earthquake and tsunami has been considered as the disaster which flashes the roles of social media such as twitter, Ustream. Some findings of disaster information studies, such as the theory of normalcy bias and the formula of rumor by Gordon W. Allport and Leo Postman, can give a good explanation about information transmission of this earthquake. But most of the articles of Japanese newspapers do not refer to these theories. Probably the spotlight to the roles of social media hides the presence of these theories. @Social media have been said to be interactive. But interactive communication tends to lead to intersurveillance. Internet Revolution brings up ePanopticonf of Michel Foucalt. @But intersurveillance is useful for rescue from earthquakes and tsunamis. So it is important for us to discern the age of emergency from usual age.

Anxiety and information behavior after the Great East Japan Earthquake

Abstract: After the Great East Japan Earthquake, many people who have no damage in Japan have become afraid of the shaking by earthquake and afterquake, tsunami in TV, the release of radioactivity, lack of support disaster victim, and the lack of disaster information. @To eliminate such their anxiety or negative psychology, they receive and transmit information even more than usual, argue for the need to gsupport disaster victimh and gnational solidarityh, pass the buck toward and rail against others, and forget about disaster with the passing of time.

The role of media in the Great East Japan Earthquake

Abstract: We conducted researches on the response to the actions of commercial broadcasters and the audiencefs acceptance of the behavior of media in the Tohoku disaster area. @On March 11th, in the aftermath of the main quake, all digital TV transmitters were powered by emergency power systems and every transmitter worked perfectly. At the same time, most mobile phone transmitters, fixed phone and cable TV networks broke down due to damage of quake or power outage. @Radio, Mobile TV and Community wireless system had a major role in evacuation from the tsunami. In particular, Radio was evaluated as outstanding in almost all categories. Radio had a huge role in both evacuation from tsunami and psychological contribution.

Abstract: March 11, 2011 at 2:46 pm, the magnitude 9.0 gThe Off the Pacific Coast of Tohoku Earthquakeh occurred. In this paper, we illustrate how the earthquake and tsunami affected public libraries in Miyagi Prefecture. Then we look back our two typical actions immediately after the earthquake. One is related to library information system, and the other is collecting information about the disaster. These actions proved that ICT (information and communication technology) is indispensable to libraries. Two actions, to ensure that the activity must be to the library (information and communication technology) ICT these big. We consider how we can prepare for the possibility of disasters by utilizing ICT.

Abstract: To a brief introduction to patent searching system using the IP-Lib Patent Office search of Vietnam. Survey of Vietnam patent, can not be a sufficient investigation also use the commercial database. Search using the IP-Lib is, inevitably with a focus on search and bibliographic data can be used only for the Vietnamese as a keyword. And because Vietnamese also display the search results will be felt also really difficult. Therefore, in this paper that explains how to obtain the official gazette and the way of a simple translation, also information on how to obtain statistics.
