What piece of information and how should we select for archival preservation or destruction?:
A view from the perspectives of archival appraisal theories

Abstract:What and how should we select among great volumes of information for archival preservation or destruction? Archival institutions and archivists have appraised archival records which organizations created as the evidences of their activities. This article first introduces appraisal theories of Theodore R. Schellenberg and Hans Booms. Next, it overviews "macro-appraisal" theory. It also considers the records continuum, a potential new paradigm for records management and archival administration, the DIRKS, a practical methodology into which the records continuum is converted, and ISO 15489. Furthermore, it discusses fundamental concepts for appraisal of records and information in present-day society where organizations should be accountable and transparent for their activities.

Document destruction criteria in offices

Abstract:In offices, vast amount of documents are being generated every day. In order to prevent document pollution and improve the productivity of information-utilization, proper system of document life cycle management must be implemented and maintained. In this process, proper destruction must be conducted. In this article, the destruction in an appropriate life cycle management and the concept of establishing retention schedule on the premise of it are described distinguishing between general destruction criteria and the ones after the term of retention schedule. In addition, the ways to destruct confidential records are also mentioned.

Document management/data management and protection of personal information

Abstract:As a life cycle exists about a document or data, a life cycle exists also about personal information. It is necessary to consider management of a document and data according to the cycle. Moreover, there is a principle called the purpose restraint as a rule which pierces through the system of the law about protection of personal information. Therefore, it is necessary to also perform document management by the relation with the purpose from which the document concerned was drawn up and acquired. In addition, although the technical side tends to be emphasized about the problem of document and data management, from a viewpoint of protection of personal information, it is important to recognize that technology is only a means and the purpose is protection of an individual right.

Standards and the case with book disposal in corporate library

Abstract:At the library, we must think about books disposal by giving priority, because we have only the limited keeping space. But it's dangerous to think only about it. The librarian should think about user's convenience by user's aspect and should make an effort to improve service in top priority. In IHI, we provided books disposal standards from the above-mentioned point. In April, 2006, our new headquarter building was completed. At this time, we disposed 15,000 books according to our standards. We are considering environment enough for books disposal.

Effective use of books material −From the viewpoint of globalization−

Abstract:Abstract:The Japan Science Society is promoting the project that collects books disposed of in Japan and donates them to the universities and research laboratories of Asian neighboring countries, for the purpose of the promotion of international information sharing, deepening of international mutual understanding, and the improvement of the international goodwill. Although we limit the object of this project to the 24 universities in China for the time being, we have already donated the books of 1,470,000 volumes on demand. By moving the books which cannot be re-utilized in Japan to overseas and giving the mission and the new storage place to the books,Tthink that this project bears the end of the globalization in practical use, management, and preservation of books material.

The guidelines for erasing the data on the electronic record media

Abstract:By citing the precedent in which the defendant had to pay a large amount of compensation for the information leakage, we would like to present the necessity of the measure against the information leakage. We also would like to introduce the security trends in Japan as follows; 1. Current situation of the measures for data security in Japan. 2. Guideline for the data erasure in PC announced by the Japan Electronics and Information Technology Industries Association. 3. Guideline released from Ministry of Internal Affairs and Communications. 4. "Internal control" prescribed in the "Financial instruments and exchange law", which is examined by the Financial Services Agency. Then, we will explain the each method of the erasure by the overwriting software, the erasure by magnetic power, the physical destruction, and the destruction by shredding, categorizing the each electronic record medium into the magnetic disk, the optical disc, and the semiconductor memory (RAM, ROM) based on the recording method. We will refer to the recycling of the media after erasing the data, too.

An introduction to the processing sequence in digital image production of rare books

Abstract:In the production of a digital facsimile of a rare book, it is important that all the images belonging to it should be of the same high quality. Therefore, one should take an account of such things in not only a photographing session but production processes of images for a digital facsimile. In the HUMI Project's way of digital facsimile production, there are three sequences of process to produce image for a digital facsimile from data in a camera-raw format, which are taken by a professional-use digital camera or sheets of developed film. The first sequence is for obtaining primary images, the second for making intermediate image files by embedding a custom-made color profile and so on, and the last sequence consists of finishing processes such as color profile conversion. In the present article, a brief explanation will be given of each process in the sequence to produce a digital facsimile of a bound book.

Abstract:The National Library of Medicine(NLM) has assisted users to add subsequent notices of corrected article since 1980s.The Author studies the treatment of the corrected artile on MEDLINE based on the serials in 2003 in Tokyo Medical University Library holdings. The rate of collection of corrected article is about 80%. Some corrections of Author or Title are corrected in bibligraphy data of MEDLINE. Though the rate of collection increase to past study and it has been developed that user notice corrected article more easily, user notices to non-recorded collection and non-normalized data.
