What is Information Literacy? ― Discussions in U.S. Universities and Libraries

 Abstract : Information literacy movement in U.S. academic world, including its definition, is discussed. Colorado Master Plan for Higher Education, ‘Libraries and Academic Excellence' Symposium, and Final Report of ALA Presidential Committee on Information literacy are three major factors in advancing the movement. Although information literacy has been defined in clearer terms later, its fundamental characteristics were identified in 1980s. In 1990 National Forum on Information Literacy was created, and in 2000 ACRL issued ‘Information Literacy Competency Standards for Higher Education. Information literacy is now one of the hottest topics in U.S. academic world.

A review of information literacy education in Japan

 Abstract : Japan is aiming to become at the most advanced IT country in the world. In Japan “information literacy" has been regarded as an indispensable basic ability for people in an advanced information society. According to this goal, then, various information education projects are going on to improve the nation's information literacy.
 Libraries have been providing materials and information as well as user education so far. Therefore they are expected to support information literacy education applying the know-how. That is, they should carry out various projects supporting information literacy education, then open and spread the results to the public.
 For that purpose, it is necessary to build up a system in which organizations providing information literacy education including libraries can collaborate in their activity.

Scientific literacy in Japan

 Abstract : This article provides a historical review on scientific literacy in Japan. A research trend is surveyed by reviewing the research on the scientific literacy in Japan. The paper about scientific literacy in Japan appeared in 1983, it came to argue with sufficient 1994 or subsequent ones. Many articles of a physical (physical education) field is seen except an educational (science education) field.
Moreover, there is much papers which grasps the skill level of scientific literacy or proposes a curriculum based on the result of overseas large-scale investigations (OECD, TIMSS, etc.). The paper currently written about the definition and range of “scientific literacy" has many which remain for quoting the definition of AAAS etc. However, the definition about the scientific literacy of an overseas and an argument are surveyed, and there are some papers which are written about the definition and range of “scientific literacy" and which are summarized for every age.

Support for Education of Information Literacy of Mie University Library

 Abstract : Mie University Library has planned to enhance the support for education of information literacy and positively holds course related instructions of each faculty. We introduce our two kinds of workshops, one for freshmen and the other for more advanced users (graduate students and faculty), and present a model of the support for education of information literacy in the medium-scale university library. Furthermore we intend to locate it as the “core competence" of university library from the viewpoint of building up the culture of information literacy in the university.

 Abstract : “Lit or non-lit, it is important", the mayor of OKAYAMA City, Mr. Hagiwara was said. Therefore, OKAYAMA City prepared us to the test bed in FTTH and broadband network.
 We, OSU join the project of lit city to be something happened in broadband society. We, a member of library, understand the information literacy depend on its infrastructure.

Information Literacy for Learning Organizations

 Abstract : Who can deny that information literacy is one of the most important capabilities for people to survive in this knowledge era, 21st century? However, the author is not positive what we, information professionals can contribute to it. Because we don't have any experiences or will to be a pioneer who achieves innovations in our society. Besides, most of us are not able to set up the specific goal for information literacy yet. Information literacy could be beyond our knowledge and past experiences. So we have to cultivate it.

What is “Information Culture"?

 Abstract : The word “information culture" is used as the name of some newly established departments (or divisions) in universities or scholarly journals to characterize their uniqueness. The most probable reasons why the word was adopted will be its impacts or influences on the information society. The definition of the word, however, is not fixed yet.
 This paper shows, first of all, existing diverse usages and definitions of the word. Secondly, it proposes a new definition based on the current information-related environment. Then it describes several aspects of the “information culture" such as information consciousness, IT, information literacy, and systems related to information flow and services. Lastly, it mentions typical examples of the phenomenon that seems to be expressed appropriately by the word as well as its characteristics peculiar to Japanese society.
