Special feature: Strategic Administration in Changing Library World. Towards Regeneration and Prosperity of Libraries,

 Abstract : Library's function has changed from when it only focused on information packages to when it needs to commit the contents. The Knowledge Center projects of establishing some order in the digital world should be accelerated and librarians must not miss the various opportunities to make contributions to it with their skills. Creating rich information environment in Japan will be achieved by practices in which all information-related professionals are widely networked and librarians' knowledge and skills are fully implemented into the new society.

Special feature : Strategic Administration in Changing Library World. American Center Reference Service Flourishing for Adaptation,

 Abstract : Through two major transformations in the past, 1972 and 1993, the American Center Reference Service has been reborn as a reference information center with specialized materials in various forms. For the rapidly increasing “remoto users,"the ACRS now provides three of service : an Electronic mail outreach service, Pre-packaged sites on specific subjects, and a Fax-On-Demand service. Moreover, with its consolidation into the Separtment of State in 1999, the ACRS now faces a further challenges to pursus its “public diplomacy" mission even more effciently and effectively. A digitized library with accurately filtered and more value-added information would be a solution for the ACRS in the fast-approaching Internet age, emphasizes the author.

Abstract : Digital Library Division and Digital Library Research Division is established in Information Technology Center, The University of Tokyo, 1999. They aim at digitalizing the library and investigate the future library as an information system. The idea already discussed has not yet been matured. However it might be an interesting idea for some people. In this draft, firstly we propose a concept which would be revellious to the tradition of library. Secondly, we describe the recent activities of our division. Finally, the promising future technology for user interfacing is proposed.
